DOE Allocates $30 Million to Use AI in Solving Interconnection Backlogs

The Biden-Harris Administration, through the U.S. Department of Energy (DOE), has announced plans to distribute up to $30 million in funding, enabled by the Bipartisan Infrastructure Law, to streamline the energy grid interconnection process through the application of artificial intelligence (AI). This initiative, part of the newly launched Artificial Intelligence for Interconnection (AI4IX) program, aims to modernize how energy projects connect to the grid by fostering collaboration between software developers, grid operators, and energy developers.

This funding is designed to tackle the long delays in the interconnection process, which currently takes years for new energy generation projects to be approved and connected. The use of AI is expected to significantly speed up the application review process, making it more efficient and reliable.

Addressing the Interconnection Backlog

The interconnection process, which links new energy projects to the grid, has become a major bottleneck for renewable energy deployment. The DOE’s Queued Up Report reveals that the amount of active but unconnected energy capacity is twice the amount of what is already connected. Current manual review processes, combined with a high volume of incomplete or deficient applications, have led to delays of up to seven years.

Artificial intelligence offers a solution by automating certain aspects of the process. For instance, AI tools can analyze applications, identify errors, and notify applicants for corrections much faster than manual methods. This could reduce the overall review time and ensure projects can proceed to implementation more efficiently.

How AI Will Be Used

Under the AI4IX program, existing AI algorithms will be applied to assess interconnection applications. These algorithms will focus on:

  • Detecting deficiencies in submitted applications, such as missing site control documentation.

  • Flagging errors and notifying applicants of the specific issues that need to be resolved.

  • Supporting faster resolutions by providing targeted feedback.

AI tools will be trained on datasets of well-documented applications to identify common errors and streamline the review process. For example, the software could verify compliance with property laws and grid access requirements for each proposed energy project, reducing one of the most time-intensive challenges.

Complementary Initiatives

The AI4IX program aligns with the DOE’s broader efforts to enhance interconnection efficiency. Through its Grid Resilience and Innovation Partnership (GRIP) Program, the DOE is already supporting AI-enabled tools across several regions of the U.S., benefiting around 210 million people. The Interconnection Innovation e-Xchange (i2X) program, another DOE initiative, facilitates collaboration among stakeholders to implement best practices and identify innovative interconnection strategies.

These programs contribute to building a more reliable and resilient energy grid while advancing the nation’s clean energy goals.

Next Steps

The DOE has selected ConnectWerx as the intermediary organization to manage AI4IX’s technical partnerships under its innovative Partnership Intermediary Agreement (PIA). This structure allows the DOE to engage non-traditional partners and accelerate the development of cutting-edge clean energy technologies.

Interested applicants must submit proposals for the first round of AI4IX funding by January 10, 2025, at 1:00 PM ET. An informational webinar will take place on December 5, 2024, to provide guidance, followed by open office hours on December 17, 2024. Funding recipients are expected to be announced in Winter 2025.

By integrating AI into the interconnection process, the DOE seeks to not only reduce delays but also lay the groundwork for a faster, more efficient transition to a clean energy future.
